UP Mini extruder wind barrier. Upgraded, similar to ver 11.9

Fits in place of version 11.9 supplied by UP. Much better design, stronger shaft, bigger and stronger handle, better fit all around. The first STL of the wind barrier that I know of. Takes some delicate cleanup since the clearances are much tighter than the UP3 file version
