This is a simple "Turbine" style Fan blade assembly. It is intended to be driven by a 12V 1A DC motor which has a housing that is usually around 27mm in diameter. This, of course, is not a strict rule, you can drive it with anything you like as long as the drive shaft is approximately 2mm in diameter.
