This is simple rotary pneumatic switching valve. On one side the two ports can be considered to be IN and OUT. On the other side the two ports can be considered to be PORT A and PORT B.
The valve takes a standard 5mm shaft, Thru half the cycle IN is connected to PORT A and OUT is connected to PORT B. As the shaft turns, thru the second half of the cycle IN will be connected to PORT B
