I needed some more room on my road bike handlebars to mount phone and other stuff.

You can buy something like that but usually shorter. This one is 300mm long (210 between handlebars and aluminium pipe) so it is not interfering in holding the handlebars.

Designed for 25,4mm handlebars.

You need 25mm aluminium pipe/profile (painted matt-black) to be cut to desired length. Caps for the pipe are included in the stl.
