I think it looks cool to have lights floating on water or under water. This design was hinged on cheap submersible lights from Amazon (https://www.amazon.com/dp/B005W4P8ME/ref=cm_sw_r_cp_dp_T1_SNgszbP59JNT7). The walls and top of the cylinder are very thin to allow light through. The "base" or "lid" should be printed with 100% in-fill so that it will sink.
To have just the top floating, add a little water in with the light. Enjoy!
