This thing is a fidget bearing cap with lego studs. It can be installed on any of the bearings. There are four studs that should support a mini-fig or other small lego piece.

Printing will require supports. I printed it with the Lego side up with supports set to "touching build-plate". I have also tried printing with the Lego side down, but clean-up in this orientation was quite tedious.
