This is a hand (or foot or hammer) tool designed to press 608 bearings into and out of things (like fidget spinners). It prevents damage to the bearing caused by excessive force to the inner race. The install press will press the bearing flush, but can't press past flush. The removal sleeve fits over the install press tip and allows you to press bearings out. The install tool alone also makes a great bearing cap removal tool for those really stuck caps!
