Shutter-crank rivet locking washer

A colleague of mine came yesterday, enquiring if i could make a replacement part for gis Shutter crank : this crank is locked with a free rivet to the shutter mecanism; a washer/tube used to avoid the rivet to move out.
Here is the replacement part. For a 4mm rivet, over a 19mm crank diameter. Refers to the Design specs PDF.
