Tie on Sock Dryer for 18mm side rod

Just a quick remix of Funkenschuhster's socks holder. I wanted to design one from scratch, but luckily searched here first and that saved me quite a bit of time. The side rod of my clothes hanger is only 18mm wide, so I had to change the contact part a bit. I also made the clips 3mm thick, since the original 2mm thickness seemed too fragile to me (The photos are of the 2mm version printed in PLA).
