Strap on bottle cage mount

This block allows a bottle cage to be mounted to a bicycle frame without bottle cage bosses. Some kind of padding is necessary between the cage mount and the frame to provide friction and keep the whole thing from slipping around. I used a couple of pieces of handlebar tape, but a piece of old innertube rubber would work well, too.
