I rotated it 90 degrees to print it out with the minimum of support.
I used the 50% infill and walls at 1.6mm thickness to give it strength.
Either print out a nut and bolt to fit (7-7.5mm) or use a metal one to tighten the collar.
With the addition of some desk clamps, it is rock steady.
Note this is for a clone of the Dremel, but a bit of tinkering, and you can modify it to meet your ow
