Generic Windicator Transmitter Mount

I liked the windicator by chewbaccah (#887932), but it wouldn't fit on my dx9, so I have designed up my own. It is designed to use a cut down driveway marker like you would find at lowes- the ones at lowes are rougly 7.75mm in diameter (https://www.lowes.com/pd/Hillman-48-in-x-0-375-in-Staff-Sign/3025196).
