This switch cover plate is designed to keep RV switches from being turned off accidentally. This is a common switch for an RV, because of the tight space in many RVs the position of the switches is not always in the optimum position, and can lead to turning the switch off accidentally. In this particular case, my winnebago Travato RV, has the main battery power off switch very close to the floor near the entrance to the RV. We have accidentally switched off the power with our feet many times.
