This is a mounting base that insulates the bottom of the relay from making accidental contact with the exposed PCB traces. I used an M3 tap on the holes in the print. In my use case, I was mounting it to 1/16" sheet metal which I also tapped to secure it in place. The relay module is a generic 30A relay that can be found in most online stores. I got mine from AliExpress: 1 channel relay module 30A with optocoupler. I found my measured dimensions to be a few tenths off of this drawing, so I used those instead of those off the drawing.
