Full-sized UK Traffic Cone

This is a full height (1 metre) traffic cone, as worn by only the [most stylish Glasgow statues](https://commons.wikimedia.org/wiki/File:Wfm_duke_of_wellington.jpg)!

Dimensions are from UK 2011 legislation, rather than the paywalled BS EN standard. Details in the OpenSCAD source code.
