I'v seen this kind of shape in Leroy Merlin, but... 35€!!! And it was made of plastic too... So I designed something similar... I made 3 parts: base, arch and e14 support.

Fix the base on the wall, mount the arch into the rails and again the e14 support into his rail. Pay attention to e14 lamp lenght and lamp-holder size.
