Ender 3 low vibration tool holder PSU mount.

This is a PSU top mount tools holder for most of the tools for the ender 3, I personally wanted this as after replacing the fans and added stepper motor dampers I noticed the tools would rattle during prints. I still wanted the tools near the PSU but wanted them to be silent. this seemed like the best solution. Note this print will either require some supports or a very short bridging on the bottom but either should work fine.
