A stirrup leather normally holds the stirrup of a riding saddle but you can use it as an inexpensive leather belt. the problem is that the buckle and leather does not have a 'keeper' for the tail of the leather like a regular belt, and tucking it under, like you do on the stirrup, is too uncomfortable if you are wearing it. so this is a slide on keeper that fits a standard stirrup leather. you can get two stirrup leathers for about $20, that's two matching belts for $10 each.
