This is a dropper post lever for cable actuated dropper posts. It is pretty bulky, but should last and is way more comfortable to use than a top mount lever. Fits "normal" MTB 22 mm handlebars. Sits on the left hand side of bars, so only works with 1 x drive trains.
It requires a bearing (16mm OD, 6mm ID and 5mm height) sealed preferably.
