If you can print with TPU I recommend that material. It is very tough and will probably be stronger than the original, but it will work with PLA.
The T-shapes that protrude from the cones are built in supports which should be trimmed away after printing. The model is intended to be printed with the ends of the T-supports on the print bed. That orientation will make the swivel joint stronger by having the filament run "axially" rather than making rings.
