This is an aid for tracking initiative in games such as D&D 5e when using 28mm miniatures. Basically, as initiative order is being determined, simply place the numbered base under the miniature representing player/npc/monster that has the corresponding initiative order (put the "1" under the 1st, "2" under the 2nd, etc). This should make it a bit easier to keep track of who goes in which order and which monster is "the 3rd of 5 goblins" vs using pencil and paper or what have you.
