Hello,
that's a holder for a flashlight with 18650 batteries. In my case the BLF A4 from Banggood for about 20$. Very very bright flashlight. I can only recommend it!
It should also fit another one. The hole is 24.5mm in diameter.

The holder is specially designed to give you another pocket with the strap around the pole. It just fits. See the Pics.
You need an M4 screw with a self-locking nut.
