40mm velocity stack no center

Remix of Battman540 velocity stack thing: 441251

I needed to have the bolts come through the top of the stack, so I fired up Fusion360 and made some holes. I also removed the center "cone" since it added noise to my fan. It's now quieter without it. And there's a version with larger, non-tapping holes so a standard M3 bolt slides through.
