Create a rectangle with desired dimensions on the top view. Constrain it so that it is perfectly symmetrical from all sides. Extrude that part. Create a new sketch on the back side of the part and project the top and sides of the part. Create a rectangle with desired dimensions and constrain it. Finish the drawing and extrude the part. Then create another sketch and make the holes for the smaller rectangles.
