The ADS1015 is a 12-Bit Analog to Digital Converter (ADC or A2D) - 4 Channel with Programmable Gain Amplifier.
These are very popular to use with Raspberry Pis to enable for connection of Analog sensors to the digital inputs of the Pi.
The enclosure here is designed as a clam-shell fit to house the board (in a sloppy fit) with a opening to present the headers for connection. There are slots on the edges to allow a strap-tie to hold the enclosure shut.
