ATtiny Programmer Housing 1.3

Since This was Published Sparkfun has retired the PGM-11460 Programmer that this
was originally designed to work with and replaced it with the PGM-11801. Which adds
an extra solder pad to the end of the board which causes the solder joints on the DIP
to not align with the recess in the design.

I'm going to leave this here for anyone who has the PGM-11406 which should work and
for anyone who might want to remix it to be compatible with the new board design. Again
This is not compatible with the new revision of the programmer available from Sparkfun.
