Looks like a randomly placed/sized ocean barnacles. These panels stack together in a hexagonal grid and can be aligned with each other randomly in 3 different orientations.
The goal was to minimize but not eliminate direct acoustic reflections, and to have other soundwaves diffused along randomized directions.
If the hexagons are placed with two parallel lines oriented horizontally, almost all reflections will be deflected vertically to randomized degrees.
If the hexagons are placed with two parallel oriented vertically, this diffusion will primarily happen throughout the room instead.
