Blue wizard Legos brick style (optimized)

This is a remix of the the big santa from HowardB. The heigh of the minifig is about 16cm without hat, 20cm with hat. I made the following optimizations : - Improved the gap for a good balance between assembly and maintaining the position of the arms and legs. - Added an effective clipping function for the hips on the body. - The 3Dmodel of the beard was not symetrical. I fixed it. - Removed the interference of the beard with the head. - Used the last version of the fixed hat from thall72.
