Designed this cake stand for my wife for her birthday with slots for ribbon.
Print the top top side down and the base right side up. The parts go together easily but fit nice and snug so you shouldn't need glue or anything.
If you can do variable layer heights (e.g., Slic3r Prusa Edition) then it's worth increasing the resolution of the shallow angle parts of the base to avoid obvious steps. That, or just print it at 0.1/0.05.
The top should be fine in 0.2mm and is pretty sturdy.
