It's an insert for the retail version of the board game Come Sail Away. There should be enough space for sleeved cards, and with the lifters it can be stored vertically.
You'll need to print:
1x Cards Holder
1x Doors Holder
1x Disgruntled
1x Points Token
2x Player Tiles
1x Meeples Holder
Then if you want you can print:
4x Meeples Lifter
2x Player Lifter
