These kinds of discs are used to make DIY notebooks. Instead of binding pages using rings and a regular hole punch (e.g. filofax or burde-style), umbrella-shaped holes snap on to the discs. Although I ended up not using disc binders for my research notes, I know a lot of people love disc binders and strongly prefer them to other variants of note taking stationary.
