Canada Post oversize lettermail has a max thickness of 20mm. The difference is $2.25 vs $17 for regular parcel at counter rates. This modified lower half splits it into two halves to allow a kit to be mailed in compliance with this restriction, and is a drop in replacement for the original.
Design

The width of the cut is ~0.3mm. This was found to provide the best tolerance on my setup. The edges along the cut are not chamfered/filleted.
