This tool is to open up formula brake calipers.
This needs five M3 12mm screws to assemble. If the holes are too tight, try from the other side or increase the hole size in your slicer by 0,1mm. Outside hexagon is 30mm, the size of a vintage headset. It is a size you might have in your bike toolkit.
