This is a handlebar mount base for the phone holder. You feed zip ties through the holes and use a couple of layers of duct tape around the handlebars or a rubber strip underneath the zip ties to keep it from moving. I've gone on one ride with it so far and I have no complaints so far. I would recommend you tether your phone to the motorcycle with a small lanyard or something, just in case. The bike I put it on is a 2001 Suzuki Bandit, but I think it will fit many different motorcycles or bicycles.
