Handlebar Cap End

This uses more parts. The end cap can be screwed or glued(in this variant the cap would be simplified) the locking system can be made of plastic, I guess, but also ca be made of steel (metal sheet), pressed; I have to think how the "teeth" can be manufactured. after the teeth are done it can be bended so when the screw is at his last position, the teeth will press the handlebar
