Adapter to make an european outdor faucet-mountable hose hanger, able to be wall mounted. The oddly shaped piece goes in the oddly shaped hose hanger, and is screwed to the studs in the wall. Included are blanking plates for the top hole with HANG CABLES HERE and one blank.

PS: The pictured gray plastic piece is not a part of the print. That is the off the shelf hose hanger that threads over the faucet. This part has several names depending on whoever imports it.
