This is a mount for an old IKEA 18190 lamp model adapting it's 3-hole design to 2-hole 60mm standard socket commonly found in newer houses.
It allows to avoid drilling 3 holes for the lamp in the ceiling and instead connect lamp to the adapter and adapter to the existing ceiling socket.
