Improved Handheld Chuck

This is a remix of several different cuck parts to improve on the design. This version has 2 different handles, one swivel and 1 fixed. Each has an optional anti-tip base that lets the chuck sit flat on a table. There are 2 different swivel mounts, the first is a 1 piece swivel screw, and the second uses a 4mm screw to attach the swivel ball to the chuck center. The C-clip has been replaced with a screw collar and requires a 4mm x 20mm screw and nut.
