Research on mask effectiveness has shown that masks with vent holes do little to diffuse the exhaled water droplets in the air. By plugging those vents, the masks become more comparable to the effectiveness of cotton masks or better if there's a filter layer.
These end caps are meant to prevent the need to buy a new mask without the vent holes.
