This thing is a mounting plate for an optical Mega:Bit.

The plate fits onto the front of a BBC micro:bit, and allows individual phototransistors to be positioned over each of the LEDs of the micro:bit LED matrix. These phototransistors can be used to control discrete LEDs, so that a larger scale micro:bit (Mega:Bit) can be controlled by the micro:bit.
