Open Astro Tracker Clamped DEC Wheel

This is an update to the DEC wheel on the OpenAstroTracker project. This adds a clamp to the DEC wheel belt so you only need one bolt to secure the belt and keep it tight. Instead of using the printed plastic to hold the belt tight, this design uses a bolt and nut to clamp the belt to the DEC wheel so you can readjust the belt without fear of stripping the DEC wheel and needing to print a new one.

I used an M3 x 16mm bolt to tighten the clamp against the DEC wheel using an M3 nut. The fit is tight, and I had to widen the nut slot on the DEC wheel and also needed to widen the bolt hole on the clamp piece.
