Parametric Washer / Spacer / Clip

I needed a washer with a cutout to use as a clip to keep my shower curtain on the hook. Decided to make this a parameterized file that you can adjust to get any size washer/spacer and include a notch or not. I printed in PETG for a little more flex when snapping onto things.
