Photo shows it printed - to make the pivot, I drilled out the holes on the base to 3mm, and drilled the matching ones on the barrel to 2.5mm, which then allowed me to thread in an M3 socket head cap screw. I used an M3 x 12, but an M3 x 10 would probably work as well. The barrel should be aligned so that the back end is at the low side of the body to allow loading of the party popper.Print with organic/tree supports, it seems to print better with the barrel end facing down as there are some bevels on the other end that don't support well. You will need to use a knife or something thin to clear out the internal supports on the wheel stud bits on the base - i used a flush cut saw, but a scalpel or something similarly thin would work. These have a tendency to snap, so use care or increase infill around the wheel studs.
