UPDATE 1/6/2021: I uploaded the latest Quest 1 (Q1) and Quest 2 (Q2) versions. Both have more thumbstick/hand clearance so you can use the joystick.

Does it make any clinking sounds?
No - if you fill it up with coins and use the lock/cover it should be silent and locked in tight.

Does it affect tracking?
No - the mount is inside the ring not outside
