This is a drop of water hitting a water surface frozen in time.
I threw the water drop in at a slight angle so the crater has some asymmetry to it. This is modeled using Blender's fluids engine which is really easy to use, but it produce some artifacts.
I'll post a tutorial if enough people are interested.
