A friend of mine needed to add small weights to a PVC pipe for his physical therapy, so I whipped this up and gave it to him the next day. The PVC has an internal diameter of 20mm, and the barbell side has a diameter of 50mm. The PVC side is press-fit, and the cap fits right on this 1.25lb change plate I had lying around.
