My wife asked me to make a rectangular frame to do some cross stitch work that was ~ 8.5x11". My printer can handle 305x305mm which was just enough to hold the solid main hoop. The outer hoop is broken into 4 parts to give even grip on the fabric. The outer hoop has edges to help keep it centered and locked on the inner hoop. This took me about the same time to design that my wife took to run to the store to get thread :)
The 2 outer hoop parts are printed 2x each for the full ring.
I included all parts here in STEP format to make rescaling or modifications for your specific use easier.
I printed in PETG for the durability it has, and how easy it prints, PLA or anything else can probably work..
BOM: 4x Square 3mm nuts (they work better in press fit situations than hex nuts), and 4x 20 or 25mmx3mm screws.
