Remixed handle bar sleeve

I needed a wider diameter for the handle bar which is almost 31 mm in my case (the 30 mm thing won't work). Also, the original design I found too rigid which is actually not needed. 2mm of wall thickness for the round part is really sufficient to give it the necessary flexibility while maintaining robustness. Further, why should 2 screws hold it in place? One screw is enough. I added a place for a M4 nut to be inserted post-print and it can be fixed with a M4 screw (30 mm) with the cylinder head sunk into a recess.
