This is the cane topper of the renowned wafer tycoon Rick D. Sanchez III from the Rick and Morty episode "The Ricklantis Mixup".
As is this topper has a 1 in. diameter whole to insert a cane shaft. (Some sanding may be required). Otherwise you can scale it to whatever size you want.
I recommend printing on a high density setting, particularly if you want to lean at all on the topper itself as the joint between the wafer and the plinth is pretty narrow.
