Rival cities - Frame for lawsuit

In the board game "Rival cities" lawsuits must be led.
For this the lawsuit card is placed above a small frame, where a dice resides in, which can be moved to left or the right about 4 positions.
3 lawsuits are on the board at the same time. After each round one lawsuit is evaluated and discarded.
The two remaining ones are shifted together with the frame and the dice. However, this is kind of cumbersome, since the frames are too big for
the dices and the card is not attached at all to the frame.
Therefore I've designed a frame where the card can also be placed into. Furthermore, the slots for the dices are smaller, so that the dices stay in place.

I've intended to print with three different colors, e.g. lightbrown for the frame, red for the label of one city and blue for the other one.
However, I've got only two colors left.
